Organizational Structure and Sick Leave Use – Eastern Residential Support Board

Conach Consulting was engaged by the Eastern Residential Support Board (ERSB) to conduct a comprehensive review of its organizational structure and the escalating use of sick leave across its 13 group homes serving 35 residents with complex needs. The project involved a detailed analysis of internal policies, collective agreements, attendance data, and job descriptions, as well as consultations with management and staff. Key deliverables included revised organizational charts, updated job descriptions, the introduction of a proposed Director of Human Resources position, and the design of a data-informed framework to monitor and manage sick leave. The study identified multiple factors impacting absenteeism, ranging from health status and workplace morale to structural scheduling inefficiencies, and provided tailored recommendations to reduce absenteeism and improve employee well-being.

A highlight of the engagement was the development of an evidence-based Sick Leave Review and Analysis Framework and a Red Flag threshold system for early intervention. Conach also proposed strategic workforce development initiatives including a comprehensive onboarding process, mentorship programming, wellness planning, and a Diversity, Equity, and Inclusion (DEI) strategy. By aligning workforce management with ERSB’s strategic mandate of community inclusion and support, the project positioned the organization to enhance staff retention, reduce operational disruptions, and proactively prepare for upcoming generational workforce transitions.
